Herzliya is one of the most expensive places to rent in Israel, and the gap between its western villas and its older eastern neighbourhoods is wide. Here is what the numbers say, and the arnona rules that catch people out.
What rent costs
Realta, a listings aggregator, gave a median asking rent of 11,100 NIS a month across 772 Herzliya listings on 5 October 2026, against a national median of 5,300 NIS (Realta (נפתח בכרטיסייה חדשה)). By size:

These are asking prices, not signed contracts, and an aggregator is a commercial source. The neighbourhoods guide has the same data by area, from about 5,200 NIS in Yad HaTisha to over 27,000 NIS in Herzliya Pituach.
Try the cost-of-living worksheet with these ranges. I found no published arnona rates per square metre to add, but the municipality publishes an arnona zones map, the arnona ordinance and resident booklets (Herzliya Municipality (נפתח בכרטיסייה חדשה)).
Arnona when you rent
- For arnona purposes, the lease registered with the municipality must be for at least one year. Until the landlord's written notice reaches the municipality, the owner stays the payer (Herzliya Municipality (נפתח בכרטיסייה חדשה)).
- Make sure your landlord reports the rental to the arnona division, with both parties' ID numbers, and notify in writing when you leave. The payer's name changes only from the date the written notice is received (same source).

Arnona when you buy a new flat
For a new build, arnona passes to the holder named on the arnona voucher from the date of the key-handover protocol that the contractor sends to the municipality (Herzliya Municipality (נפתח בכרטיסייה חדשה)). Keep a copy of the protocol.
Where the city is being rebuilt
Hebrew Wikipedia lists active or planned pinui-binui (demolish-and-rebuild) projects in Neve Israel (2023-2026), Weizmann (demolished in 2026), Yad HaTisha, Shikun Mishab and along the old Pink Line route, plus a planned 'Herzliya Bein Arim' high-rise neighbourhood of about 1,230 units (community source: he.wikipedia (נפתח בכרטיסייה חדשה)). The municipality publishes Yad HaTisha renewal information in Hebrew and Russian (Herzliya Municipality (נפתח בכרטיסייה חדשה)).
If you rent in one of these areas, ask the landlord whether the building is in a signed project and when demolition is expected.
What I did not find
I found no English-speaking estate agents or lawyers in Herzliya with a source I could cite, so the directory has none yet. If you are one, or you used one you would recommend, tell me with a link to their own site.
